Overview

How can we better prevent children not receiving an in-person education or young people outside of formal training or education from being impacted by violence?

We’re seeking a provider to increase our understanding of children and young people who are defined as:

  • Children Missing Education (CME) - Children that are of compulsory school age (5-16) who are not registered at a school and are not receiving suitable education otherwise than at a school.
  • Elective Home Education (EHE) – Children (5-16) receiving education outside of attendance in-person at a school. This also includes children receiving education via a virtual school offering.
  • Not in Education, Employment, or Training (NEET) – Young people (16-17) who are not either in full-time study, full-time work or volunteering (20 hours or more) combined with part-time study/training, or an apprenticeship, traineeship or supported internship.

With support from the provider, these children and young people will help shape recommendations on how systems can better engage with them and make sure they remain active stakeholders in our work.

Background

The Humber Violence Prevention Partnership (VPP) is a multi-agency partnership committed to providing an evidence-led, public health approach to reducing serious violence across the region.

To do that effectively, children and young people must be at the heart of our work - shaping, informing and driving the strategies and interventions that affect them.

Attendance at school is a known protective factor in relation to serious violence. The prevalence of severe absences, suspensions and exclusions is relatively well understood, with data and analysis included in our Strategic Needs Assessment (SNA). In addition, other work in respect of 'trauma-informed practice' and the HU9 Pilot has been undertaken in the region to increase attendance in school.

This work would combine insight into the prevalence of CME, EHE and NEET cohorts (quantitative) as well as understanding their challenges (qualitative).

Furthermore, we are particularly keen to make sure that the voices we hear are representative of those children who are in this cohort, including those who have witnessed or experienced violence or abuse.
